We have multiple separate domains with separate Microsoft Office 365 tenants. We want to sync our Global Address List across all domains. Can CiraSync do this?

CiraSync does not have this capability. However, CiraSync can be used to sync the GAL between tenants by syncing mailboxes containing the GAL from one tenant into another.  For more information, check out How to Sync the GAL between Two Tenants.
