Summary/Tl;DR:
A Global Address List stays useful at scale when three things are in place. First, clean source data, with one owner for each attribute and edits made where the account is mastered. Second, a structure people can navigate: hidden service accounts, custom address lists and, where needed, address book policies or a hierarchical address book. Third, reach beyond desktop Outlook, which means knowing how long changes take to appear and getting the directory onto phones. This guide covers each for Microsoft 365 and Exchange Online.

What is the Global Address List?
The Global Address List is a centralized directory that houses the contact information of every employee within an organization. Managed through email systems like Microsoft Exchange, the GAL holds vital information such as email addresses, phone numbers, job titles, and office locations. Think of it as an advanced, digital address book that offers a comprehensive view of your organization’s contact network, all neatly organized and easily accessible. The primary purpose of the GAL is to streamline internal communication by providing quick and easy access to employee contact details. This is particularly important in large organizations where finding the right person can often be a daunting task. With the GAL, employees can easily locate and reach out to their colleagues, no matter where they are within the company.
How to Find Your Global Address List
Finding your Global Address List is typically straightforward and can be done through your organization’s email client. For example, in Microsoft Outlook, the GAL can be accessed by clicking on the address book icon and selecting “Global Address List” from the drop-down menu. This will display the comprehensive directory of contact information, allowing you to search for colleagues by name, department, or job title.
Essential Tips for Mastering the GAL for Organizational Communication
1. Regularly Update the GAL
To truly benefit from the GAL, organizations need to ensure that it is regularly updated to reflect any changes in contact information, such as changes resulting from: new hires, departures, or changes in job roles. This responsibility often lies with the IT department or human resources, but it’s essential for all employees to contribute by updating their own information as needed. An outdated GAL can lead to miscommunications, inefficiencies, and misdirected email that can expose sensitive information if former employees still have access to company resources. Thus, maintaining an accurate GAL is not just about convenience but also about protecting the organization’s information integrity.
2. Leverage Search Functionalities
Most Global Address List systems offer robust search functionalities that allow you to find contacts based on various criteria, such as name, department, or job title. Understanding how to use these search filters effectively can save significant time and improve productivity. Training employees on how to utilize these search features can enhance their ability to quickly locate the right contacts. Effective use of search functionalities ensures that employees can find the information they need without unnecessary delays.
3. Integrate the GAL with Other Tools
Integrating the Global Address List with other communication tools, such as instant messaging and video conferencing platforms, ensures seamless access to contact information across various channels. This integration reduces the need to switch between applications and improves overall communication efficiency, allowing employees to focus more on their tasks rather than searching for contact details. Well-integrated tools ensure that communication is smooth and uninterrupted, even when switching between different platforms to communicate.
4. Set the GAL as the Default Address Book
Setting the Global Address List as the default address book in your email client can streamline communication processes. This can usually be done through the settings menu of the email client. In Microsoft Outlook, users can select the GAL as the default address book, ensuring that it is the primary directory consulted when searching for contacts, thus saving time and ensuring accuracy. Making the GAL the default address book helps ensure that employees are always accessing the most accurate and up-to-date contact information.
5. Conduct Regular Audits
Regular audits of the Global Address List help maintain its accuracy and relevance. These audits involve checking for outdated or incorrect information and making the necessary updates. Regular audits ensure that the GAL remains a reliable resource for all employees, helping to avoid miscommunication and inefficiencies. Conducting audits periodically helps identify any gaps or inaccuracies in the contact information.
6. Regular Updates
Encouraging employees to update their contact information as changes occur helps maintain the accuracy of the Global Address List. Regular reminders for employees to review and update their details can ensure that the GAL remains current. This proactive approach helps in maintaining the integrity and usefulness of the GAL. Empowering employees to take ownership of their contact details contributes to a more reliable and effective directory.
7. Provide Comprehensive Training
Providing comprehensive training on how to use the Global Address List effectively can greatly enhance its utility. Training should cover how to filter searches, add contacts to personal address books, and use distribution lists. Employees who are well-versed in using the GAL can leverage its full potential, improving overall communication within the organization. Comprehensive training ensures that all employees are comfortable and proficient in using the GAL.
8. Integrate with Other Platforms
Integrating the Global Address List with other enterprise platforms, such as customer relationship management (CRM) software, ensures consistency of contact information across different platforms. This integration provides a holistic view of contacts and improves overall workflow, enhancing operational efficiency and ensuring that all relevant information is readily available. Such integrations can help streamline processes and ensure that all systems within the organization are working harmoniously.
Why the GAL gets harder to use as you grow
- In a large organization, multiple people may share similar names, so accurate job titles, departments, offices and phone numbers make it easier to identify the right person.
- Job titles, departments and phone numbers are blank or out of date because nobody owns them.
- Former employees, service accounts and test mailboxes still appear in search results.
- Business units, subsidiaries or schools within the same tenant may need different views of the directory.
- New hires take a day or more to appear in some people’s Outlook.
- Field and frontline staff may rely mainly on their phone’s native contacts and dialer, so GAL information may not be available where they need it most.
Give every attribute an owner
Most GAL problems are data problems. Decide who owns each field and make changes in the system that is authoritative for that attribute. For cloud-only identities, profile information is managed in Microsoft 365 or Microsoft Entra ID. For directory-synchronized identity attributes, on-premises Active Directory generally remains the source of authority. Exchange-specific attributes may be managed differently if the organization has transferred their source of authority to Exchange Online.
| Attribute | Typical owner | Why |
| Display name | IT | One format for everyone, for example First Last, so search behaves predictably |
| Job title, department, manager | HR | They change with promotions and reorganizations HR already records |
| Office, phone, mobile | Facilities or telecom | They change with desk moves and new devices |
| Photo | The employee, within a policy | Recognizable faces help in large teams |
Hide accounts people should not see
Shared mailboxes that are not intended for direct use, service accounts, test recipients and other unnecessary entries can clutter directory searches and increase the chance of email being sent to the wrong recipient.
For a cloud-managed Exchange Online mailbox, use the Exchange admin center to turn on Hide from global address list (GAL), or use Exchange Online PowerShell:
Set-Mailbox -Identity <user> -HiddenFromAddressListsEnabled $true
For other recipient types, such as distribution groups or mail contacts, use the appropriate Exchange cmdlet for that recipient type rather than Set-Mailbox. Microsoft supports HiddenFromAddressListsEnabled across multiple mail-enabled recipient types. Microsoft Learn
In a traditional hybrid environment, where Exchange attributes for a synchronized mailbox are still managed on-premises, make the change using the supported on-premises Exchange management tools and allow it to synchronize to Microsoft 365. The corresponding attribute is msExchHideFromAddressLists. Microsoft Learn
If the organization has transferred the source of authority for Exchange attributes for that synchronized Exchange Online mailbox to the cloud, manage HiddenFromAddressListsEnabled in Exchange Online instead. Check whether the mailbox is directory-synchronized and whether IsExchangeCloudManaged is enabled before deciding where to make the change. Microsoft Learn
To verify the result in Exchange Online PowerShell, use:
Get-Recipient -Identity “<Identity>” | Format-List Name,HiddenFromAddressListsEnabled
Important: Hiding a recipient from the GAL changes directory visibility only. It does not disable the account, revoke permissions or prevent someone who knows the address from sending email to it.
Give the GAL a structure people can navigate
Custom address lists
Custom address lists create filtered views of mail-enabled recipients using properties such as department, company, location or recipient type. This lets users browse a relevant group instead of searching the entire directory so people can browse “Sales EMEA” or “Head office” instead of scrolling through everyone. In Exchange Online they are created with PowerShell, and the Address Lists role is not assigned to any role group by default, so add it first. Keep the number small: too many lists and users cannot tell which one to open.
Address book policies
Address book policies (ABPs) give different groups of users different views of the directory. They suit holding companies, school districts and service providers whose divisions should not see each other. Each policy combines one GAL, one offline address book, one room list and one or more address lists. ABPs control directory visibility; they are not a security or permissions boundary. Users in separate address-book views may still be able to communicate if other permissions and routing allow it and that changes apply when users restart or reconnect Outlook. Plan them before you build them.
Hierarchical address book
A hierarchical address book (HAB) shows the directory as an organization chart, with the company at the top and divisions and departments below. It is built from mail-enabled groups arranged into organizational tiers, and the SeniorityIndex setting can control the order in which groups and recipients appear. It helps in large, layered organizations, but check which Outlook clients your users have before rolling it out.
Know how long changes take to appear
GAL changes do not appear everywhere at the same time. The delay depends on where the change originates and which Outlook client the employee uses.
| Step | What to expect |
| Microsoft Entra Connect – hybrid environments only | The synchronization cycle runs every 30 minutes by default. This is the synchronization schedule, not a guarantee that every Outlook client will show the change within 30 minutes. |
| Exchange Online Offline Address Book | Exchange Online generates the Offline Address Book approximately every 8 hours. |
| Classic Outlook in Cached Exchange Mode | Classic Outlook in Cached Exchange Mode uses a downloaded Offline Address Book, so changes can take additional time to appear after the Exchange Online OAB has been regenerated and the client has downloaded the updated copy. |
| Outlook on the web, new Outlook and Outlook mobile | Do not assign a fixed update time. These clients are not dependent on classic Outlook’s local OAB download schedule, but directory and profile changes can still take time to propagate. |
When troubleshooting a recent directory change, compare Outlook on the web or the new Outlook with classic Outlook in Cached Exchange Mode. If the change appears online but not in cached Outlook, the local Offline Address Book may still be catching up.
For more troubleshooting guidance, see how long the GAL takes to update.
Help people find colleagues faster
- Search by more than name. In the classic Outlook Address Book, select All columns to search additional directory information such as title or location. This is another reason to keep those profile fields accurate.
- Open the right list first. In classic Outlook, Address Book > Tools > Options > “Show this address list first” sets which list opens. The new Outlook has no equivalent setting.
- Train in ten minutes, not an hour. Show new starters how to search the directory, save a colleague to their own contacts and use distribution lists. Add it to onboarding.
Make the GAL reachable on phones
Outlook mobile lets users search people in their organization’s directory, but directory search is different from having centrally managed company contacts saved for native caller ID and phone contact lookup.
For large organizations with field, frontline or mobile employees, CiraSync Cloud can centrally synchronize selected GAL records into users’ Microsoft 365 mailbox contact folders. Those mailbox contacts can then become available on supported smartphones when mailbox contact synchronization is configured. This gives IT a scalable way to maintain company contacts without asking employees to save and update them manually.
Run a quarterly GAL review
- Accounts with no job title, department or manager
- Disabled or departed accounts that are still visible
- Duplicate or inconsistent display names
- Shared mailboxes, rooms and service accounts that should be hidden or moved to their own list
- External contacts and mail users that nobody has confirmed in a year
- Address lists and policies that no longer match the org chart
More than one tenant?
Each Microsoft 365 tenant has its own directory, so after a merger or acquisition, employees in separate tenants are not automatically discoverable in each other’s GAL. Microsoft can enable cross-tenant people search through multitenant organization features and cross-tenant synchronization. A directory synchronization service is another option when organizations need to keep contact information aligned across tenants. Our Global Address List guide covers the available approaches.
Supporting Customers Through Global Address Lists
Global Address Lists can also significantly enhance customer support by providing customer service teams with quick access to contact information for various departments. This streamlined communication process can lead to faster resolution of customer inquiries. For instance, if a customer contacts support with a technical issue, the support representative can quickly find and connect with the appropriate technical team member through the GAL. By facilitating better internal communication, the GAL ensures that customer inquiries are addressed promptly and effectively, leading to a better overall customer experience.
They enhance internal communication by providing a centralized and up-to-date directory of contact information. Mastering the use of the GAL can improve efficiency and productivity within the organization. Regular updates and training on the GAL’s features can further enhance its utility. Additionally, the GAL supports customer service teams by facilitating easy access to necessary contacts, ultimately improving customer satisfaction. Overall, the effective use of Global Address Lists can significantly benefit both internal and external communication efforts, fostering a more connected and efficient organizational environment.
Conclusion
In a large organization the GAL is only as good as the data behind it and the structure around it. Give every attribute an owner, hide what nobody needs, add address lists or policies where the organization needs them, and make sure the directory reaches the phones people actually use. For day-to-day hygiene, see our Outlook GAL best practices for IT admins.
FAQs
Can different departments or companies see different GALs?
Yes. Address book policies give each group of users its own view of the directory, made up of a GAL, an offline address book, a room list and address lists. The separation is virtual, not legal.
Who should own GAL data?
Give each attribute one owner: IT for display names and account settings, HR for job titles, departments and managers, and facilities or telecom for offices and phone numbers.
How do I hide a user from the GAL in a hybrid environment?
In a traditional hybrid setup where Exchange attributes are still managed on-premises, update the setting with the supported on-premises Exchange management tools and allow it to synchronize. If Exchange-attribute source of authority has been transferred to Exchange Online for that mailbox, manage HiddenFromAddressListsEnabled in Exchange Online instead. Check IsDirSynced and IsExchangeCloudManaged before deciding where to make the change.
How many address lists should we create?
As few as people can use without confusion. Microsoft sets no fixed limit in its guidance, but warns against creating so many lists that users cannot tell which one to open.
Does Outlook mobile automatically copy the GAL to the phone’s native contacts?
No. Outlook mobile can search your organization’s directory, but that does not mean the entire GAL is automatically copied into the native Contacts app. Outlook’s contact-sync features apply to Outlook contacts and vary by platform and administrator policy. Organizations that need centrally managed directory contacts in native iOS and Android contacts can use a synchronization service such as CiraSync.
