To solve this issue, log in to the CiraSync dashboard with the tenant service account in an incognito window. The CiraSync dashboard should let you add a Point of Contact.

NOTE: If the tenant does not have a tenant service account, you can log in to the Global Admin account that is managing the dashboard or create a service account.
